Zoning Bylaw

In my opinion a review and re-write of the Town's Zoning Bylaw is in order. Here's a bit of insight into my perspectives as they relate to the ZB. As I see it, the current Bylaw is:

  1. Far too complex (e.g. 12 residential zones vs 3 in Balgonie, 5 in Pilot Butte and 4 in RM - and all of these have a mobile home zone which White City doesn't have).

  2. Inconsistent, with anomalies that need to be addressed (e.g. a) attached garages can be unlimited in size, yet the total of all Accessory Buildings on a property is limited to 5% of the area of the lot; b) there are differing side yard setbacks and height limits for attached and detached garages; and c) there's no restriction on total lot coverage yet there's a 5% total limit on Accessory Buildings)

  3. Excessively restrictive (especially when compared to surrounding communities - including Regina)

  4. Not meeting needs of residents (see 1-3 above)

My personal belief is that bylaws should be as simple and 'light' as possible in order to best serve stakeholders, beginning with Town residents and taxpayers, while still meeting the needs of the Town. For the reasons noted above I don't believe the current Zoning Bylaw consistently meets those needs.
